That's as the costs of upkeeping estates have gone up over the last few years. Some cost increases, such as labour, are unavoidable. In parliament on May 9, Bukit Batok MP Murali Pillai had raised concerns that maintaining newer build-to-order estates may be more expensive due to design features.
