Police say there has been a decline in violence since the end of Kashmir's special status in 2019, but about 1,000 people have been killed, including soldiers, militants and civilians. Most of the violence took place in Muslim-majority areas. According to reports, a visit to a Muslim-majority area is not part of Modi's program.
