In 1.13, you can use the new ^ selector, which selects a position relative to where a player/entity is looking. With that, you can create awesome circles and spheres by constantly teleporting an entity around and changing its facing direction to look around in circles of 360 degrees, vertically and horizontally. The basic concept isn't all that complex compared to timing the whole process properly, so that the generation isn't too fast and gaps appear in the planet.
