Replacable nibs like this are used for dip pens, where you dip the tip of the pen into an ink well or bottle. This is different from a typical pen like a ballpoint pen or a fountain pen where the ink is stored within the body of the pen itself. Like I mentioned in the video, I don't know much about it, but these oblique nibs are usually used in various types of calligraphy, where they help give a certain angle of approach. This is important for calligraphy since many of those nibs have wide, flat tips, that create a different effect depending on the direction you draw them across the paper.
