Coil was one of the many bots who spoke/acted out against the unfair system and as a result became an Empurata victim (a punishment where your head and hands are removed and replaced). Upon losing her face well,, she sorta began losing herself and, like the rebelling Decepticons, turned to violence- she didn't care who got hurt anymore- something had to be done.
