Description: Fewer than one in five aspiring hawkers who enrolled in the Incubation Stall Programme have joined the trade full-time since the scheme was launched four years ago. The National Environment Agency said as of May 2022, 33 out of the 59 who enrolled have completed the programme, but only 11 who became full-fledged hawkers are currently operating their stalls. Still, the NEA is considering increasing the number of incubation stalls to help more of them prepare for the trade.
