Eliminating the atmosphere makes it much, much easier to observe the area surrounding the Earth. Spotting an incoming planet-destroying rock wouldn’t generate panic though because we’d be more experienced and able to mitigate threats before they become authentic planet-threatening problems. It would be more akin to spotting an incoming hurricane on Earth, except we’d have the ability to change its course and render it harmless. Preparedness teaches us a lot. For example, if a micrometeorite was to puncture a porthole or wall of a Moon facility, a fresh-crop of Earthlings would likely scream and panic. A lunar citizen would just go to a nearby locker, get a Kevlar beach ball, and inflate it with a gas cartridge. They’d put it against the hole, letting the internal room pressure hold it in place until it could be repaired. Veterans of space living would know that rooms don’t pop like balloons. In fact, it would take several minutes to have a significant pressure drop that was life threatening. No panic; just quick efficiency.
