Wilson Fisk/Kingpin (Daredevil) - Boss of corrupted business empire. Also a killer who lacks empathy. Enemy of Daredevil and many others in NYC. Killed his own father. 9. Ben Linus (Lost) - Killed his co-workers and his dad. Almost always planning something and manipulating others. Would have been higher on the list but he turned to kinda good guy at the end. 8. Jigsaw/Billy Russo (Punisher) - Enemy of the Punisher. Backstapped his friends. Ruthless killer with military background. He knew that his best friend's family was going to get killed and didn't tell him anything. 7. The Governor (The Walking Dead) - Leader of the town Woodsbury, Georgia. He executes other surviving groups and is responsible for many major deaths in the series. 6. Jim Moriarty (Sherlock) - Criminal mastermind. Likes to kill people for fun and to test Sherlock Holmes. He is working as a ''consulting criminal''. 5. T-Bag/Theodore Bagwell (Prison Break) - He is a criminal that does pretty much everything. Murders, rapes, blackmails and manipulates people. He is also a known racist. 4. Gus Fring (Breaking Bad) - He is the boss of a drug empire. He pretty much killed every rival he had. He also owns chicken restaurant chain. 3. Joffrey Baratheon (Game of Thrones) - Pretty much the most unlikeable person in GOT. He had Ned Stark executed and also beat Neds daughter Sansa who was going to be his wife. He also didn't care about his own people 2. Hannibal Lecter (Hannibal) - Murders people, then eats them... Also a master-manipulator that can turn friends against eachother. He has also served human meat to his quests 1. Ramsay Bolton (Game of Thrones) - Killed his dad, stepmom and baby stepbrother in the same day... He likes to use his free time to rape, torture and flay people. He also chopped Theon's dick off. He is pretty much the most evil human of all time.
