In this part, after finally arriving at Windmire, the Nohrian Capital, we're stopped by a local group of bandits. This map is awfully simple in layout, but the battle can be a bit difficult. You start surrounded by enemies, so taking out one side of them to set up a defensive position is not a bad idea. Other than a few enemies that come for you at the beginning, though, the enemies won't move until you aggro them, so it shouldn't be so bad. Keep an eye out for turn 7, though, Shura's group will reposition themselves around the ballistae, while more reinforcements come in. The Dragon Veins here can be used to heal units in an area, so use it if you'd like. New Units: - Shura: A former Hoshidan, now the Adventurer leader of a group of Nohrian bandits. He will join your group at the end of the battle. He's a pretty standard Thief unit, with low bulk and Strength, but high Speed and Resistance. He joins with good stats and has access to the Fighter and Ninja classes, as well, but I personally can't find a good reason to use him unless some of the units you've invested in turned out poorly. - Yukimura: A strategist Mechanist of Hoshido, and retainer to the late Queen Mikoto. Yukimura will join after a battle once your castle Puppets are at level 3, and you can upgrade them once you've finished Chapter 22 (I think upgrading just one of them is enough). He joins at a great level with pretty good base stats, and all the skills from the Apothecary class. He's definitely usable, even if his only good growth is his Skill.
