He also said he's willing to send a delegation to Belarus to start talks. In the last 24 hours - a series of explosions struck sites across Ukraine. According to Russian officials - military instillations and airfields are the prime targets there. Air-raid sirens could be heard in the capital city of Kiev -- where thousands of residents have fled toward the west - seeking safer ground. But for those unable to evacuate - they're taking shelter in basements. Meanwhile, Russia's investigative committee is proceeding with ITS own investigation of genocide allegations in the Donetsk and Lugansk Republics. RT's Donald Courter brings us this report. (1:55) Meantime - the condemnation from EU leaders is coming hard and fast. Austria’s Chancellor confirms the EU is moving forward with its “toughest ever” package of sanctions against Russian banks-- which would even include direct measures against President Vladimir Putin and Foreign Minister Sergey Lavrov.
